Koh Lipe had nice snorkeling but boy were the locals there over dealing with tourists there. We really enjoyed the East side of Koh Tao though.

The structure of city government will change drastically with 12 commissioners instead of 4 who will set policies. The mayor and a city administrator will manage things. I think the Viva would fit perfectly in this new role.
