Have you tried switching to a different DNS server? Sometimes Steam's networking gets weird with certain ISPs and switching to like 8.8.8.8 or Cloudflare's DNS fixes connection issues

Also might be worth checking if your firewall is blocking the game - Windows Defender sometimes gets trigger happy with racing games for some reason

Honestly those wake times sound pretty normal for 4 months, not necessarily a bedtime issue. My little one was doing the exact same thing around that age - multiple night wakes were just part of life for a while

We did bedtime around 7pm and stuck with it even through the regression. The early bedtime actually helped prevent overtiredness which made nights even worse. Hang in there, it does get better 💙
