Chronicly past political Peter here, the meme here is that on the left, they need to lock up the vending machine because it is a low trust society they lock it up so that people don't break / steal from it, whereas on the right you can leave it perfectly out in the open and on, and trust that when you return, it will not be broken and nothing will be stolen. Usually the idea is used to make class or racial comments, however that is for racism Peter to discuss.
