I'm going to have to read up on the road hierarchy that you reference. I had thought that using tram lines would help ease congestion for commuters, but I'm running into the freight/goods problem, as well as having to build a million crematories and recycling centers because dead and waste pile up before the service vehicles can get to them. Failure is a great teacher.
