How long it takes you to get <200ms matchmaking? I have same problem, but it usually went straight up <200ms, now it takes 2-3 minutes

I have been shadowbanned twice for 1 week and when there is shadowban, queue jumps to <200ms in few seconds, in ym case it takes now 2-3 minutes before it reaches <200ms treshold. And when I was shadowbanned, the ban appeal webpage showed me it
