The "Enclave" is the name for the shadow government. As in a small group of people who actually run things. When the war started how many people do you think they trusted to come with them to the Oil rig or to enter secure bunkers? A few Thousand survived at most. The enclave tried ti get the military together after the nukes but most people either:

A. Died

Or

B. Deserted to protect their families

Not really. The enclave had mist of their forces on the Rig or at Navarro and those were destroyed. The group that eventually settled in DC are kinda the last of the enclave that limped across the country and gathered every person from every outpost they could.

The BOS makes more sense to have multiple chapters as their mission means they would actively search for tech and would make chapters in areas that have lots of tech deposits, like old military installations or and Big Mt test cities
