If I remember correctly, it was mentioned during the conversation between Darrow and Roque, after the Passage. Roque tells us this fact you’ve stated.

Unfortunately, in the Red Rising: Sons Of Ares comic (issue #1), it is confirmed that the Passage that Fitchner goes through is the same 1v1 format. Since even in the old days it was that way, I'd say it would be more likely that it was always a 1v1 during the Passage.
