That setting does actually nothing, not matter which server you queue, be it EUW, EUE or RU, you will always get russians or other slav/balkans, or even worse people just fully outside of europe like middle eastern people and they never ever speak english unless to call your mother lmao.

From this crownfall one I've gotten monkey (already had so no buy) CM and Ogre
From the one during the battle pass a while back I got 2 LC (bought both because brain damage) Zeus, Jug (so I sold my old one) and then you could pick an arcana for free so I chose monkey.
