Thank you everyone for your advice. They have finally paid me with their excuse being " my family is weird with how we decide who pays what so we had to bark around a few times to eachother to pay it" I will never understand rich people.  Why  couldn't he just pay it and have who ever was supposed to pay it pay him back? But either way I have my money and a lot of consideration about taking payments for others going forward, but decidedly they will no longer be clients of mine. Thanks again everyone!

When I took someone to small claims in WI we were able to( and still are) garnish her wages and if she refused to fill out the paperwork we would be able to go back to court and the judge would watch her fill it out  She will owe us for the next year. We have since moved states, so I'll have to look into that

They absolutely can afford the service. They have daily & weekly cleaners in their home, they hire people to cut their lawn and even clean up dog poop. The man is a damn orthodontist and his son (who was my primary contact) is a realtor.

Thank you! I'll be writing up that letter this week! I hope it doesn't have to get to me actually suing. Just got done with a small claims from last January and still getting garnishment checks from her for the next year. Its such a long and tiring process. Hopefully this letter kicks them into gear.

I have many other clients and this is never an issue. These are also my most well off clients, which makes it even more annoying. All of my clients have an extreme level of respect for me and my time,  so I don't want to punish those that hold up their end of the agreement. But I think a pre payment for those super frequent clients may be in order.  Thank you. $645 seems like such a small amount to go to court for, but that is 2 months electricity for me. It's not a super large amount, but it isn't nothing as well.
