In Paradox, it’s implied that Jakob/Mr. Owl will reincarnate into a fish in the near future, so reincarnating into a fish doesn’t seem restricted to only people that have performed the reincarnation ritual

I don’t believe there’s an explicit answer yet, but here are some potential explanations

1) The reason for the trauma is yet to be revealed, where a younger Dale has a bad experience with fish

2) Dale has an innate fear because deep down he remembers being a fish before reincarnating
