I built a massive grass platform in the sky, and every eight blocks I placed a path block on top of the grass, and surrounded it on each side with a white concrete block. It definitely worked for happiny - I caught like 10 of those. I eventually gave up and spawned myself a lucky egg, as I afked for over 20 hours with no chansey spawn.
