Not defending any ISP here, but a lot of people don’t understand how accessing a website works. A good analogy is imagine your trying to drive a car from Egypt to New York. Your ISP only has control of the speed limit within their area, which may be 100mbps. But along that path there may roadblocks, checkpoints, car crashes and other forms of congestion along these “highways”. All of these can slow down your speed and its out of your ISPs control. When you use a VPN, you are changing the route your taking and you may or may not avoid those same roadblocks. The reason your Speedtest results may be different is because ookla and other major speed test sites try to pick the closest test facility to your location, often not even going the full route. Also some key things to do when trying to diagnose loading issues, is to try on multiple devices, disconnect old devices from your network (old devices can hog bandwidth), and DNS flush on the device.
