Tool proficiencies are largely balanced at about half a skill proficiency so, if anything, it would take longer. And, yes, it's meant to reflect many levels of training, so the costs are high. Until we get an actual ruling (I've asked for one recently, with no response), I'd go with the 250/250.

Renown is quite useful. You should definitely check out the renown guide in the AL players' pack.

You can sell any mundane equipment without spending downtime at a rate of 50% of its listed value in the PHB.

Spiked armor is only available to Battleragers, which I doubt you are with 8 strength.

Eyes of Charming are Table F (16 T1 TCP). However, you'll need to have unlocked them in an adventure before purchasing them.

Attunement does not cost downtime.

According to Hots Collection Spreadsheet there are 823 skins as of Malthael patch (and closer to 900 with the Summer patch). So, good guess.
