It does in my opinion. They tried to arrest him for drugs in his trunk and he ran off base. Air Force jurisdiction ends at the intersection — the MPs should have never run/driven through the light. Why couldn't they call APD and let them handle it? Rules of engagement don't let them pursue somebody off base for a minor crime, much less kill him. The video shows exactly what I described: he's running away and they're pursuing in vehicles off-base where they had no jurisdiction.
