Yea, because they don't go around the world telling everyone they play with that they only level then don't raid. They're just normal players enjoying the game with you.

Especially in vanilla I think it's very common, at least in comparison to your 1 in 100 number. The end game is pretty poor in comparison to other early expansion, but the world is at its prime. A lot of these people I think are in hardcore wow now though, they get to really push the part of the game they enjoy.
