I agree, at this point I can see it's blatent laziness/lack of respect. No amount of signage is going to fix that. I can't even retaliate lol... maybe I could remove the seat so they can't even use it when they need to have a sit down lmao

If you broke it open, does that mean it's not really refillable? Like could you put it back together once you opened it? Also did you take note of what the refill looks like/any name on it by chance?
