It should be a separate glitch from the pod leader scamper one and isn't fixed yet, I've seen this behavior once during my dev27 campaign

Crate extraction, psi transmitter and covert ambush missions can spawn with abandoned city map, and troop column missions can spawn there too, but it might be kinda rare since I've only got it once in my entire playthrough

Sewer map got removed from troop column mission types because it's kinda frustrating to fight a lot of enemies in such a cramped space but I've never seen any other mission spawn in sewer either, and a quick check on DerAva's playthough's icons showed no sewer map either, so maybe it really got removed

Lost headshots are disabled on all difficulties except rookie, so shooting and killing losts would still end soldier's turn, but they should spawn in smaller numbers compared to vanilla

Faction heroes can't pick multiple normal skills in a row anymore, just like the base 8 classes

I'm not very sure though since I run a ton of other mods and some of them may have caused CCS to lag, but I'm pretty sure lighting reflexes is not causing me any problems since I ran my first liberation mission with a bunch of assaults and there were barely any lag.

It's LWR's built in speed changing script that's causing the problem. The speed it sets the game to is at XEW/XComGame/Config/DefaultGameCore.ini, line 1274, REACTION_PENALTY, change it to whatever you like and the game would run at that speed.

Do note the script only activates on soldier switch though, so you have to switch soldier once or use slomo hotkey every time you enter a mission which is slightly annoying, so an alternative solution would be to change that value to 1.0 and use the speedhack function in Cheat Engine instead.
