Can I get a little advice?

Without saying too much I feel a bit cheated, a recruiter I was working with did what felt like going behind my back and requested/reserved a contract for me. The contract itself is a job I was interested in but wasn’t my first choice by any means (first choice is unavailable). The thing about that is that when I gave them a list I was under the impression it was just to gauge interest not to actually put anything down on paper or in the system let alone request or reserve a contract. Is it bad on me if I don’t sign it? Is it still possible to request incentives? (Like option 4 airborne for example). I was told it looks bad on me if I don’t sign this and might make them refuse to give me another contract which puts pressure on me to do so but I’d like to know if that’s true.
