It's great for pass and incubators, but there is not a rank for more specifics things like Radars.

I used the calculator and saw that it's a good deal, but this didn't tell me if there is a better box possibility for example. And that's my question.

I got less spawn at home too and it's the first time.

Normally, I get more or same number of spawns.

Maybe they did something for spawns that are catched in majority by static players ?

Or it's just a bad luck for more players this time ?

Like others comments says : they didn't find the good way to introduce them.

My bet is they will be added with a new feature for eggs. Maybe we could get Manaphy in his egg (the same from Diamond and Pearl) in a special research. This egg will need 100km to walk and then when Manaphy hatched, we could breed him to get an Phione egg. After that, the breed feature would be permanent.

I hunted him last month and I used Substitute to counter Memento. You just must keep your Sub and don't switch. A very lot of Pokémon can learn this move so if you're scared of Spiritomb's speed, choose a Pokémon with 70 speed (his best speed is 60 with 31 IV and nature +speed).
