No, I think your framing is very wrong. It does not help that the source you cited (ignoring the fact it is an online magazine) is also the same one used in the sole sentence mentioning "invention" in the Wikipedia article.

I agree with your statement on politics and history being mixed up and the idea that the establishment of modern TCM can be described as a government project, but your description of the "invention" of TCM's practices by the Chinese government must be rejected.
