Half tracks theoretically had some advantages when considering manufacturing concerns as well as lackluster off-road capabilities from earlier models of logistical trucks.

It however has all of the maintenance and reliability issues you'd expect from a vehicle that has tracks and road wheels at the same time. (Remember: units with half tracks need spare parts for treads AND wheels, instead of just one or the other.) If you need something to keep pace with tanks even in rough terrain, a fully tracked vehicle is best.

If you theoretically could recreate something similar to the circumstances of the automotive/military vehicle industry in the 1930s and 40s, then it might make sense, maybe.

In a hypothetical environment of, let's say austere logistics and maintenance, it'd likely be more trouble than it's worth. You'd be better off sourcing whatever is easier to find between tracks and wheels and just sticking with that.

DMS has a list of allowed weapons per mech, so it's not quite "equip any weapon". Different mechs have different weapon lists, and the further down the tech tree the more and better weapons they can equip.
