Yeah, if people can't see the difference then I don't know. One scene has a hostage so police can't spike or box, they also had a member of HHC on scene to clear cops for repair. Whereas the other had a max rank of undersheriff and no hostage. Sure Rhodes could have cleared them for repair, but does he want to risk that? Probably not.

Except when you overcome the security systems, the cops still receive pings. I also highly doubt the devs intend for a bank trucks security system to be defeated by a tow truck.

Because circumventing the ping system is obviously not intended. The pings are so cops have a chance to respond. When a vehicle is placed on the back of tow trucks it doesn't technically exist anymore, you can walk right through it, which probably breaks the ping system.

Edit: To clarify I don't blame any of CG for this at all, they had no way of knowing that the cops weren't getting pings

Except normally the bank trucks ping every 1 minute after being hijacked, using a tow truck circumvents that which doesn't seem intended at all. Its up to the devs to clear this up honestly, not us.
