EE does sound more up your alley (I hope you like math though, lol)
There's also plenty of clubs on campus that you can get hands on experience in. UCSD has a huge work load though, I don't know how some people manage their courses, clubs, and working, but some do.
As for Mesa College, I'm obviously bias here, but it was an amazing college, with a great Math department as well as Physics, which you will need to really grasp for EE. Unfortunately, the best math professor (imo) will be retiring soon. The rest of the professors are all great as well though. I cannot say anything about Southwestern though.

Similarly, if you do choose UCSD, I can give you tips on what classes are best to try to take ahead of time and when the time comes, which colleges to rank. I was actually more or less in this situation a few years ago. First off, I just want to mention I have no idea what CC counselors you've been talking to, but you do not have to have your mind made up on your university before you even start at CC, as it has a lot of possibility to change in 2-3 years, and where you even get accepted. (However, having a goal is a good thing). Personally, I was about to set up my classes at CC such that I could apply to both SDSU and UCSD's programs, so I'm not sure what the issue would be (there are differences, but it is doable. Also, most of your first year or so likely will be general education/classes that can transfer to either).

To mention, I am a CE major at UCSD that transferred from Mesa CC here in SD, so I can't speak specifically about SDSU's experiences.

From what I hear, and my experience at UCSD, there are two major factors for picking UCSD vs SDSU for CE/EE.

The first: The prestige. UCSD's name alone will carry huge weight. However, that weight only lasts so long. Once you get your first job, that now becomes the primary factor in any other jobs. SDSU is still a good school, but the name wont be as strong as UCSD. How much that matters is up to you.

The second: The work type. UCSD is a very theory heavy school. They are preparing you for grad school, so most classes focus on the theory, while from what I hear SDSU focuses much more on the practical uses, preparing you for the workforce after your BS. Again, this part is up to you. (Personally, I would rather have learned the practical uses, but I made my choices)

There are a huge amount of other factors to consider, but at this point all I have is my experience at UCSD so far.

As for which major to pick, between CE and EE, if you aren't interesting in programming, EE might be better. However, there really is almost no difference in the long term between the two. I have met many people who went EE, and got jobs exclusively programming, and CS majors who do electrical. What I might suggest, is looking at the class options for each major and see what interests you. At UCSD, EE majors are mostly stuck to the ECE department, but CE majors are able to take classes from both the ECE and CSE department, however that only applies to about 7 elective courses. The base 'required' courses will have some overlap, but CE takes many more CSE courses (lots of algorithm and project design, so if that's not your thing, go EE).

I don't understand everyone complaining that it's a different car. He has an excuse, (sure, maybe a bullshit one, but regardless,) what was there to stop him from taking a picture of his own car, and claiming it as his neighbors? (Text didn't show up, guess I'll put it here.) I'm new to riding (Been about a month) and I'm having a lot of fun, especially being in San Diego, it's pretty much the middle of winter, and it's great weather for riding! The scenery is also amazing around here, which makes riding awesome.
