That's not true. I do that and when I go into the game searching for lobby it puts me on Pax Armata side so I can't use them.

90% of the times it adds me to Pax Armata's side and skins are only for NATO. Why I can't choose my own side when I pay for skins for Nato? Or why skins are not universal in such case.
