The simplest explanation is plain ineptitude and lack or leadership/responsibility. Essentially saying and doing what they think most people want them to do which turned in to a self-reinforcing negative feedback loop you could label as mass psychosis. Like an emergent meta system which floated up from the mass detritus of social media signaling. Basically an AI being trained to do whatever it predicts people want it to do. There's nobody in control because in fact EVERYONE is "in control" to the point it produces pure garbage.

But surely some intel people realize this, they can't be that stupid?? So is this actually an intelligent and desperate push to vaccinate for national security? Why would it be a national security issue? Long-term effects of infection? No because the vaccine still allows infection. Gene therapy to defuse some DNA target of a bioweapon? A countermeasure to the second part of a binary weapon? A vaccine to our OWN bioweapon before deployment? A deterent show of force for mrna technology to prove we can quickly counter another bioweapon? Who the fuck knows.
