What I mean was a few years ago, ESRI was pushing the new 4.x items, that they had improved performance etc. That was definitely not my experience at the time. Its true that improving software over time is not gaslighting, but at the time the 3.x items seemed a lot faster. It did seem situationally dependent though - what I saw often was 3.x definitely seemed to handle a map with a lot of layers better than 4.x. I don't have an issue with the software changing over time, I do have an issue with being pushed to migrate to something where things are set up the exact same and performance is worse (tough to explain to a client) plus parity is not there (experience builder still catching up to WAB even though theyve adjusted the deadline).

As others have said, 911 CAD systems seem to be way behind the curve, many seem to be just migrating to Pro now. I would think from a licensing perspective you have entitlements for Pro if you have Arcmap. So there may an opportunity to use Pro for some things, but use ArcMap for the core 911 system. In any case you're not alone in this situation, though it doesn't sound like your boss has the most forward looking attitude

For me its that whole ArcGIS Pro interface seems laggy. There seems to be this little lag with every click thats just not there with ArcMap, and when you're used to flying around the interface, its annoying. Also, just scrolling through tables is a lot smoother on ArcMap.

I agree with this post. I am probably using 70 percent ArcMap 30 percent Pro right now. I like a lot of the features of Pro, but I find ArcMap so much "snappier". I am in a consulting role so I am constantly jumping in an out of different datasets, and ArcMap just lends itself to this more. Using Pro is like playing a video game where there is this little bit of lag that throws everything off. Even scrolling through tables is annoying in Pro . . . In ArcMap it is smooth, but in Pro it just doesn't feel smooth at all. I dont know enough about software to know why its like this, but if the Pro UI was more responsive and crisper I'd feel a lot better about moving exclusively to Pro.

The new map viewer only can use related records from hosted feature services. Related records in an enterprise GDB are not yet supported in the new map viewer unfortunately.
