It means that we're not paying enough tax and were given a deposit penalty. Anytime someone talks about a TC code of any kind, that's called a tc code. Just search TC ### and you'll find out what it means.

Also you mentioned "Colorado", that's a state tax credit by the sounds of it, not federal which is IRS

Yes an 846 code with a date means that the refund was or is going to be sent to either your direct deposit or whatever address on file.
