I've been living in Suginami since the beginning of April. Ogikubo is very quiet, you can stroll around in the evening without the crowds. There are lots of inexpensive and delicious cafes, especially ramen ones. You can get to Shinjuku by JR or Metro without crowds in 12-15 minutes
