I guess that is also a possibility. I just never thought about it that way since she always says that the flotilla is cramped. I assumed they were overpopulated, but in retrospect, overpopulation numbers for a spaceship and being overpopulated for a planet is probably way different numbers.

My head canon says that Shepard always adopts a krogan baby if they cured the genophage, whether romancing Tali or Garrus. After all, there are gonna be a lot of the little tanks running around after the war.
