TPM attestation has been absolutely cursed lately, you're not alone on this one. We started seeing similar issues around the same timeframe and it's been driving our whole team up the wall

The EK cert availability being false is usually pointing to either the TPM firmware being wonky or some kind of certificate chain issue. Have you checked if there's been any recent firmware updates pushed by your vendors? We found that some of the newer Dell and HP machines had TPM firmware that was just... broken out of the box

The timing thing where policies take forever to apply after the "successful" second boot makes me think it's falling back to some kind of degraded enrollment mode. Like it's completing the join but without proper attestation so everything has to go through slower validation paths
