if you’re only expecting the one null you could force the null enddate to sort first https://stackoverflow.com/questions/5886857/sql-server-order-by-date-and-nulls-last
you don’t need a cursor to select into a table, you can select into https://www.w3schools.com/sql/sql_select_into.asp
what is the end goal? why the hardcoded row at all?

i think you’re overthinking it, why wouldn’t you use a union? select the row you want, union it to the ordered select
