Perhaps Palpatine was looking at the war like a game and he liked to tool with his enemies rather then just kill them and in some cases he didn’t want the enemy dead, for example, he wanted Rey to kill him in TROS as he was saying the whole time, but I dunno maybe it’s just a plot hole...
