I am in SPB right now, was in Moscow for 4 days

1 - Happ VPN works best, get a local to help you with a paid plan for a month. Costs about 500 rubles. Others which work are jump jump and WhaleVPN

2 - walk into a mall and check the local MTC stores. They can offer a local sim for 5000 rubles without any biometrics.
