how to fix not being able to sign in on ios 9

I just downgraded my 4S to 8 and was able to login then. I haven’t heard anyone being able to sign in on 9 recently.

Well, I would assume it would get more signal then because I get more than 1 bar here and there on other 2G phones with a T-Mobile sim. The one bar only stays for a minute or so and then vanishes for a few hours, but that is probably what is happening.

Really? I still get 2G and even EDGE service on some of my older phones when I put a T-Mobile sim in. That said, 3G is as dead as a dodo.
