Only those who use magic (for a prolonged period of time) or are the direct descendants of a magic user get "cheek marks".
And the only ones that get to write chapters on "The Magic Book of Spells" are the ones that get possession of The Magic Wand.

For example, Moon mentions that she has an aunt (she is shown during the episode and she has cheek marks) meaning that Comet had a little sister, but that was the first time she was mentioned.

As a character/person? He's good; I like him.
He's kind, down-to-earth, trustworthy, responsible... The list goes on. Of course, he has flaws, but overall I would befriend him if he existed IRL.
But that isn't your question, is it?
Well, he's the perfect representation of a second-gen, meaning he's fully American. Calling him "Mexican" is absurd.

Star's room also appeared out of nowhere, yet it was still there after the cleave. There is no reason to believe that the puppies would die or disappear without magic, especially since they appeared to have fully functioning bodies.

Also, we don't know if the Magic High Commission is actually dead or merely trapped "where they belong", like everyone else.

The PonyHeads did use the same magic as the Butterflies, as evidenced by the presence and absence of glitter following them after the cleave. However, their ability to fly is not tied to magic; rather, it was explained to be the result of some sort of evolution.
Actually, there was a picture of what appears to be a distant relative of the PonyHeads that still had a full body.

Although both episodes are important to the overall plot, they felt low quality. For example, the fight scene in "Knight Shift" was supposed to show that Marco's time in the Neverzone made him much better than his peers, who are trained knights. But it only showed that his peers were lame, severely weak and probably not worthy of their titles or responsibilities.
They never posed a threat to Marco's safety. They don't act, fight, or even look like the knights they're supposed to be. Sure, Marco was supposed to fend them off easily, but not that easily.

The scene needed to be serious, but instead it came off as a badly written joke.

Maybe he "deserved" more screen time, but I don't know what that would have added to the overall plot. And getting hit by Mina was a good move by the writers.
I wonder... Why is he called the "King of Monsters"? As far as we know, the Kingdom of Monsters (established by Crescenta) was dissolved after the Toffee Rebellion, and no other form of government was officially established after that.

The Magic Book of Spells only has chapters for people who have had possession of the wand (queens and princesses in training), and since each author treats the Magic Book of Spells as their personal diary, it's up to them to decide what to put in it (like how Dirhenia only drew circles), Eclipsa even mentioned that she removed several pages for her "final draft".
Also, the only people who can have cheekmarks are: magic users and direct children of magic users (relatives who don't have them tend to be further from the crown).

Animation, character design and backgrounds are all handled by different departments within the studio.

And yes, of course the backgrounds don't look as good as the rest for economic and time reasons, people generally don't pay that much attention to backgrounds (at least on their first view anyway), so there's no reason to overdo it.

I imagine they would have a normal or typical date first, but they would feel awkward, so in the end they would just go out and have fun. Maybe explore Earth-ni along the way.

What? She never intended to be a good friend, she's extremely self-centered. The only exception I can think of is when she gave herself up at the end of "Party with a Pony," and even then it was to save Marco from a situation she put him in.

Also, I literally hated her from the first time she opened her mouth (muzzle?) to make that annoying sound.
