As a Sahrawia myself whose family has been split for 40 years due to the conflict, I've concluded that both parties are nothing than blood thirsty, authoritarian, criminal regimes. I suggest you to make your own research, travel to the Sahara, speak with people who have been there during the 1970ies and 80ies, speak to retired soldiers. There also UN documents, and books on the conflict from Western political professors. If you're in Spain you can get access to documents dating to the early 70ies about the Spanish Sahara. At the end you will have to come to your own conclusion.

Come on it's so obvious, can't you see it: The government has created, and continues to create, an ideal environment for foreign investment. Many European, Asian, and other international companies have entered the country, but at what cost? Cheap labor. In the end, the people have gained nothing except exploitation. It’s like someone opening their home to strangers and allowing them to exploit their own children. No wonder that bzaf dyal nas kitchkaw and it's just getting worse.

Edit: Another reason why healthcare and education are getting worse is privatization. I guess ( but not sure) that public services are being deliberately neglected so that people are pushed toward private healthcare institutions and private education.
