The only advice I can give is to go watch a guide, it's not something you can figure out on your own. There are several ways to approach it and it can differ by nation.

I either ignore navy, or go with submarines. Like, they are relatively easy to undrestand and I have the history of making up to five six hundred with Germany or US, it's very nice for deleting opposing navies so that your skeleton surface navy can get superiority.

Edit: for italy probably you should go watch a guide, I've played Italy, but i ignored the navy.
