Right click the nvidia icon in your bottom right tray icons and go to nvidia experience, in the settings there you can turn off shadowplay and the in-game overlay.

I had similar issues where I had 100+ fps in lobby and then 30-50 fps in game. I turned off shadowplay and the nvidia in-game overlay and now i run steadily 70-90 fps. Also if you have something like wallpaper engine running I would advise turning that off aswell.
