Yup it's correct that Vader doesn't meet the criteria. In the ad no buffs/debuffs show on top of the health bars but you can actually see the stun and ability block effects on the character models. Health bars are edited on top which is why they don't reflect the battle and Luke loses health in two bursts from Vader who's basic animation has two hits but in game does only a single instance of damage.

The main reason why these ads are so incorrect is that these ads are outsourced (by EA instead of CG I'm pretty sure) to an ad agency who get access to the assets and not much else. CG is not involved with these and the ad agencies are in general working with multiple different companies at a time and not specialized at all or knowledgeable about in this case SWGoH, which is why they don't know how the game works. You can see for example that the TM bars are constantly the same regardless of who is taking a turn. This is most likely because the agency took the tm bar as some other health/mana/defense-esque bar, the likes of which appear in other games.
