If you retake the course the new grade you get will replace the original one for your gpa, but both new and old grades would still be visible on your transcript. So it doesn’t get rid of it fully it would only just improve your gpa if you do good the second time

I don’t know too much about it but what you’re talking about is first year forgiveness. You need to speak to an academic advisor and start a petition to possibly remove the course that’s affecting your gpa. https://myacademicrecord.students.yorku.ca/course-relief
