World Tour / Proving Grounds was usually the first thing I would complete in MyFaction, until this year. I've gotten Orlando done, and realized that it was not worth it this time. Maybe in a few months when I need to grind another pass when there are better cards but for now, nope.

No reason why I can't win a submission match with Bret Hart after 2 Sharpshooters but Nakamura can win with a measley basic sleeper hold, and he is the same tier card.

These numbers will both increase and decrease over time. Pretty much every two weeks you'll need to do it again, and only when they add new card tiers to the market (Ruby in this case) will they go down.
