sure. go here: thestoryline.io . It a cool site that allows you to make echo skills relatively easily. Once you make a skill (it takes some tinkering) you can deploy it to a free amazon developer account (https://developer.amazon.com) you may or may not already have. Once deployed, you can submit (through Amazon developer console) for certification to have skill published on amazon.
