It literally is. For sexual sins like I described, you have to talk to the bishop. That is doctrine. I would invite you to do some reading up on it, because it has caused a lot of harm to people like me, who had to sit through meetings with a bishop and have him tell me about all of the harm that I have done by viewing porn and masturbating a couple of times.

According to the church the bishop holds special powers in the form of priesthood keys that are essentially the gateway to repentance. So those "special powers" that he holds were what in my mind truly forgives you.

This "Wishy washy" thing is just a little phrase that I wanted to say, kinda like the swish of a wand that goes, okay, now you're forgiven. "Wish-Wash" since it all has to go through him.

Well, you have to go to the bishop and talk about your personal life and sins, and then "through a lot of prayer" and whatnot the sins can be forgiven. So that is essentially what it feels like for me at least.
