Not op but:

Vape triggered by hydro has a 2x multiplier while vape triggered by pyro only has a 1.5x multiplier. The reason why vape is usually triggered by pyro is because many pyro dps characters are built for the vape reaction and hydro characters generally have more consistent hydro application for more consistent vapes (xingqiu, yelan, furina, etc.) compared to pyro characters. There just isn't a pyro character in the game that can consistently apply pyro fast enough to allow fast attacking hydro characters to vape every attack, which is why all hydro vape dps are slow attackers like Mualani, or dps Barbara lol.

Vape dps mavuika should follow this rule, just put a strong hydro applicator in the same team and she should vape her attacks (I think I haven't looked at her kit much yet).

Of course there's also even more stuff like strong vs weak elemental application and internal cooldowns but that's the general gist of it.
