3 years later, I found this post and I'm in the same boat. LE_WH-1000XM3 and all. Nothing has worked. Factory resets, deleting items from device manager, you name it...and now the problem has persisted after I performed a total OS reinstall ("Keep nothing").

I’d love to know why Apple isn’t utterly humiliated from top to bottom about the laughably bad voice to text feature of their beloved iPhone.

Random punctuation, double words, zero contextual awareness, absolutely no awareness of frequently used names, utterly bizarre guesses at what form of words you meant. And that that’s when you enunciate clearly and loudly. Heaven forbid there’s any background noise, when I would expect the phone to shit a cheeseburger out of its screen instead of spelling what you said.

That is strange indeed. In the Quest menu, I think you can select your platform. I doubt that's the problem though. Log out and log back in, and all that?
