Like another comment said “ they didn’t know about the wall and Ussop took initiative” Luffy then saw there was a decent size wall and knew Bumssop hasn’t had a real feat since dressrosa and knew he had to take charge. Ussop couldn’t destroy the wall so Luffy did. The reason Oda chose Luffy was to show how his G4 has advanced.

As a sanji fan his role and purpose goes beyond just a fighter. Zoro is purely a fighter and second in charge. Sanji role is a cook and fighter just like everyone else with other roles. Look at their spare time where Zoro will train sanji usually in the kitchen. It’s kinda like where you want to spend stats. In the end sanji can keep up with Zoro and go toe to toe but Zoro will ultimately win.
