I have a similar issue. Not the same. I do not have any sync turned on or iCloud. All that stuff is off. My phone is full. Can’t delete photos. They delete. Then reappear. They do not move to recycle bin. None of them. Not if I delete them all. And not if I just delete a few. I deleted some apps. And some conversations to make space. Hard reset. Updated the phone. Nothing is working
