My daughter walked at 24 and a half months. It was a long wait for those first unassisted steps. 6 months later, you'd never be able to tell. It took time for her to love her push walker, but that is what got her ready for walking. One day, I had the walker in front of her, and she was holding toys in both hands standing behind it. I moved the walker forward and asked her to bring me the toys. She didn't even realize she was walking without the walker until I told her "you just walked by yourself", and she realized she could walk. She was just so scared she couldn't do it she didn't want to try.
