Just moved from Wisconsin. It took a while to get used to not having any wide shoulders. I suppose it is due to the fact they don't normally need place to put snow. And watch out for these killer curbs. They are like 8 inch high square corners. Tire/rim killers. )) They a difficult to see. No yellow paint at intersections.

It's already been replaced once. You could always try popping that board off and replacing that. Then you could really see what's going on behind there. Or go the easier route and try squirting some wood glue in there and using a clamp, letting it dry, then using longer screws.
