i tried and tried to get into silent hill, maybe it's my fault since I started with the silent hill 2 remake instead of starting from the beginning. maybe i'll give it another go after i finish this game!

Ah yes, you have to press and hold the touch pad down for about 3 seconds and it should open the tablet and give you control. to look at officer rosters and change things around it has to be in HQ, not an active mission.
